The HHS Office of Inspector General - the federal office that investigates fraud in HHS programs and maintains the list of individuals and entities excluded from federal health-care programs.

OIG’s exclusion authority comes from Sections 1128 and 1156 of the Social Security Act. An excluded person or entity may not be employed by, or contract with, anyone that bills Medicare or Medicaid - and payment is prohibited for items or services they furnish, order, or prescribe. Pharmacies manage this risk by screening every employee and contractor against the OIG List of Excluded Individuals/Entities (LEIE) before hire and monthly thereafter, and by keeping dated proof of each check.
